People wish it to be legitimate since it was rather hard for people to internationally use their local SIM cards.  Most cell phones of U.S come with built-in software that has a lock which unable the customers to use it outside the country.

This law signing is a great news for the customers of AT&T and T-Mobile because these companies have the same network technology.

Now people would be able to unlock their cell phones and tablets without any approval from carriers. Masses will be at ease after the blessing of this peak since it gets rid of the penalties on using existing devices outside their states.
