These features will be rolled out in market from May 23. The combination of the two is anticipated to bring about an enhancement in phone calls and user’s experience.
AT&T does not plan to support HD voice on its existing 3G HSPA network and it is clear from the release they made.

For other regions AT&T have not yet public roadmap for the launch of these new features.
Obviously not all the mobile phones support these new features but Samsung Galaxy S4 Mini supports the two features; and the Apple iPhone 5 and iPhone 5s will also perhaps be eligible and many more devices to come
You can expect that the next-generation iPhone 6 will also likely support the new features of AT&T.
In a news release relating to the looming launch of VoLTE and HD Voice features, AT&T said that; “Both the features will together bring about a notable difference in call clarity. Part of the improvement in call clarity will result from noise cancellation technology which will reduce background sounds; thereby making calls “crystal-clear.”
